so I never solved that... I have just stopped using mavengem and 9.2 and master have a Gemfile that installs the bootstrap gems (only rspec currently)

I stopped my 9.2 merge yesterday to try and figure this out but I could not get it to happen locally either

yeah you have to forcibly flush out your local maven gem cache

I think rg.org started to return a different 404 page that may not register as a 404, so we try to deserialize it
