what would be the best way to specify constrains which accepts prerelease version in the range but *not* prerelease versions of the upper bound?

for example: current having “> 1.4”, “< 2.0” accepts 1.5.0.pre which is good but also 2.0.0.pre which I do not want

and having “~> 1.4” does not accept 1.5.0.pre which I want

one idea would be to use something like “> 1.4”, “< 1.999.0” but …
