that's an overly broad request. what in particular are you looking for?

most of that is unlikely to be directly related to Cinch, anyway

I mean ..Bot will check in Internal IRC for any RFC has been announced , then it would connect to Jira and fetch the required details and spit it in the same Irc channel. this is what i wanted to do

you won't find a step by step guide to solving exactly the problem you are trying to solve. and most of that (talking to jira) has nothing to do with Cinch. For how to match messages sent on IRC, check the example plugins that come with cinch or any of the bots that are mentioned in the wiki.
