hmm. interesting. from what I can see in https://github.com/cinchrb/cinch/blob/master/lib/cinch/irc.rb#L245-L269 , no, so the choices I think of are listen_to :message and in the handler ignore if msg.channel?, or listen_to :private and in the handler ignore if msg.command == "NOTICE"
