wwilly_: basically it simply disables devfreq for fsys-bus

wwilly_: due to some misunderstanding about what is 'shared-opp'

wwilly_: with that property, if other bus (in our case, fsys_apb) selects an opp, opp core assumes that the other one, which shares opps with it also automatically gets applied

wwilly_: in this case this means that the value of the dout_aclk200_fsys clock is not changed at all
