oh wow, the Doxyfile.tmpl says it should be using miniruby, it just doesn't work

Doxyfile.tmpl ensures that miniruby is used if baseruby isn't available, but configure.in checks for baseruby and sets it to "echo ..." thus thrwarting Doxyfile.tmpl's efforts.
