now I want to know which is worse: the SMS PDU encoding you posted, or the godawful 6bit -> ASCII mapping NMEA0183 uses that I refer to as "I can't believe it's not base64" (best part is if your sentence contains text, it first goes through that mapping twice. Which means that you're doubling the length of everything without affecting its information entropy at all).
