i followed the procedure there https://fdopen.github.io/opam-repository-mingw/installation/ again with a fresh opam, this time using the binary files provided instead of the cygwin package “opam”, and choosing the compile-from-source variant of 4.06+mingw64 instead of the precompiled variant of 4.02.3+mingw64c
