pardon me this is my first encounter with ruby. i'm trying to run `devdocs' locally - the instructions say use gem install. this is an offline gentoo box - with ruby2.6.1 (cannot be immediately updated) and it has some ruby packages in the "Gemfile" but not others.

hmm i already have "bundler-1.17.3" on the system. but if i run "bundle install" in the devdocs directory as a normal user I get an error in line 10 of /usr/lib64/ruby/gems/2.6.0/gems/bundler-1.17.3/exe/bundle which does a "require bundler"

leitz: Maybe the Ruby Central board? Matz is definitely main decision maker but some things are offloaded to Ruby Central; Rubygems operation and maintenance, event planning (at least Rubyconf), etc.

leitz: There is a Ruby core team; I'm not sure how that translates to the Perl Foundation board, nor do I think the Ruby core team would be a "board". Decisions normally fall on Matz, with core team + others acting on those decisions.
