So, allowing network access out is an admin thing (afaik), so you as a server admin can permit or inhibit network access out (also, requires a powerbox interaction). You can also force background connections, but I don't know how it's done.

As JonTheNiceGuy noted, you have to be an admin of your Sandstorm instance for it to work, and it's not been submitted to the App Market.
