It's not really clear to me what the exact syntax for {: and LOCALS| are from the standard, now that I'm trying to write highlighting for it

I think the only way to interpret it is that *words* are read until :} or | appears as a complete word, because it doesn't specify delimiters for {:, and doesn't specify a delimiter before | for LOCALS|

yet I don't see anyone implementing the parsing other than how I said

I can believe someone could try implementing {: by parsing up to :}, because that's how it looks like you're meant to do it from their stack comment
