With Vivante GPUs the GPU is smart enough to power/clock gate internal blocks that are not needed during a particular command stream execution. Are the Mali GPUs similar in this fashion?

I'll ask a different question then: Does decreasing the GPU frequency reduce overall GPU power consumption if the GPU renders 60fps for both the higher and lower frequency?
