I suppose docker-spk could launch the capnp tool inside of a docker container to avoid needing it installed on the developer's machine, but it seems excessive to me to pull in another container image for what is by itself a fairly modest dependency, and already packaged in most distros and also homebrew for macos.

kentonv: #3485 may be worthy of a bugfix release. It's a very minor fix, but without it, new Sandstorm servers cannot be set up.
