the way I see it; all the secure coms. projects like signal, tox, ricochet, etc- are all dead ends, given that SCP has already been 'discovered'

what financial institions? They are pretty much non-existent. Banks have been illegal since around the great war, the few private partnerships that still remained at the turn of the 20th century are almost all gone now. Nowadars it's almost against the law to have money. I dont see any financial institutions to speak of- only ponzis that are running on the last 2% of assets
