my cellular operator blocks udp/4500 (IPsec nat traversal)

I discovered this while trying to set up a VPN after encountering an article about how this operator modified HTML pages injecting a script

even more interesting, they only block it on this particular BTS or something like that

I walked around a bit and in all other places the VPN works fine

if they are _really_ blocking it (say, because they do a trial run on a limited part of the network), then it should be unlawful AFAIK.

in a private talk with an employee I've been told that yes they do, also yes they do block Skype and p2p and the most horrible thing, yes they have an intermediate CA set up to do transparent ssl sniffing
