FWIW I've run an RK3288 for a few minutes with no heatsink to probe nearby pins during boot, without issue

if in doubt just hold your fingers on it - the case temperature shouldn't be more than about 10 degrees below the junction temperature, so it should get too hot to touch before it's in any real danger

the more annoying case is when it just looks totally dead because the ROM code found a left-over image signature on the eMMC or wherever, tried to boot it and fell over
