in theory? sure. in practice? i haven't heard of such an open source decoder (and i don't know if panfrost opencl is ready for that?)... so not right now is my assumption

There's commercial solutions link Bink that run in shaders, but I doubt you care about that

yeah also i have heard of a commercial opencl VP9 encoder (and a decoder too, i think, but that was less advertised) that they mentioned running on the proprietary ARM mali driver
