I think my App Index thought largely sits on the concept that if it provides authoritative app metadata for a server to use, it shouldn't be owned by a random user?

I see some use cases where you might want to be able to spin up a normal grain even if you're not the admin of a server. e.g. if & when we get to the point where sandstorm is popular enough for there to be a significant load on the central app market, it would e neat if people could set up mirrors (the way many linux distros have them) just by spinning up a grain on their Sandstorm box and sharing an api url.

Conceptually, there's no reason why Sandstorm's setting for where to find the app index has to care that much about what the app index is.

It is also weird for larger Sandstorm servers if "ownership" is locked to one admin of an important service. Grain transfers and better permissions can help with that, but it's still a little odd?

I suppose that is fair, I am less trying to argue for it as explain where my thought came from.
