Depends. If you just normally added them, they'll get copied to IPFS internal repository on your node.

I did new DHT testing and it needs 1 to 2 minutes to find new content just uploaded to network. this is comparable with bit torrent dht.

We don't want to use network-online.target, because this would start the IPFS daemon way later in the boot process, avoiding that other services can request data from IPFS.
