it seems to me the only country who did proper preparation was Taiwan

they started hoarding and increased production of medical equipment in January, started checking travelers immediately, and prepared hospitals and the population

and that is the country excluded from WHO and most international associations (because of the One-China thing)

overconfidence and neglect rules the rest

Swiss Government did check hospitals emergency stock (required by law) in 2017, found a number of issues/violations (mostly too low surgical/protection equipment) - but nothing was done about it.

Looks like whole Switzerland has about 1k or less ICU beds with respirators/ventilators available (from an swiss newspaper article published 2 hours ago). dunno if this is the extend capacity or the current with room for extension - some main hospitals (Canton/State hospitals) are quoted in the same article with "we have 22 ventilation places in our ICU and can significantly increase if needed" (Basel) and "we have 36 ICU places with ventilation, and

Switzerland is currently officially at 6 deaths, 853 official cases (815 confirmed), 3 healed - though our ministry of health just stopped to to publish the number of healed cases, as not all cases are tested/checked anymore anyway (or some reason like this)
