JyZyXEL: I would get an AM radio out, tuned to a quiet frequency and start listening for an angry buzzing noise either in your house or near-ish neighbour at the times when the SNR margin is low.

My best near neighbour halving the speed of ADSL for everyone story involves the power supply of their ADSL modem/router going faulty - their connection had been getting slower & slower until finally it couldn't get through the noise... at which point it was screwing me up half a street away. I replaced the PSU and magic..the internet worked for them again.

VDSL is usually less affected by local interference because the distances between home & cabinet are shorter than home & exchange. Signals are consequently stronger so the SNR is higher.
