from what I could tell from the source, it should support HDMI on rk3399

it does, although last time I looked, enabling display in U-Boot came at the cost of breaking things in Linux (I think it was doing something weird with the clocks)

if you have display support enabled in u-boot the kernel only boots sometimes if you're running 5.5 or up
