one other thing with T628 is that I think it's the only place we might need to manage coherency between core groups

yup, it's architectural - AFAIK all later GPUs always stuck everything in one big core group because doing otherwise was clearly a terrible idea

I guess 628's design was probably based on the "scale up the basic 604/624 layout by sticking two of them together" approach :)
