we have autotune that should try to detect when it is better to go bypass route.. but it is pretty conservative at this point until we have some perf trace testing in place to make sure going more aggressive doesn't regress some cases.. if someone gets me an apitrace I can look at it and see why it does badly in tiling mode (but usually the answer is "stupid amounts of state change")
