crab: There are a couple ways releases can be published if the original maintainer doesn't wish to anymore.

Either that author can be contacted to get the signing key, which we've done before, or we can use Sandstorm's key rotation feature.

So if someone can create an updated and working package for an app, and has difficulty getting the publisher on the market to publish it, it's something that can be worked around.

A lot of apps were originally pushed out by core Sandstorm devs as part of the crowdfunding campaign, but it would be better in most cases if other people took over their maintenance.
