<stellar-slack> <scott> I’ve just pushed https://github.com/stellar/stellar-protocol/pull/29/files, my beginning thoughts about an extension to the stellar network that I think would allow for offline payments. This was heavily inspired by feedback from the developer community in Lagos as a important weakness of our system for their context. I would love any and all feedback, but especially from our new Nigerian friends such as
