it turns out the display engine has some registers that aren't properly initialized on reset, jernej warned me about this repeatedly, but i didn't go far enough in erasing the module before programming it, what i hadn't appreciated is that these registers aren't merely initialized with the wrong defaults, but are not initialized at all on reset, hence why my code worked if a different OS had previously been run and the chip had been reset,

regarding my scaling problem, i've switched my framebuffer to use the "video" pipeline in DE2 instead of "UI1" and it has a much better scaling module, i can now properly configure the coefficients in both axes: https://i.imgur.com/eQz2OKz.png
