<DocScrutinizer05> we _have_ received the money, it's on our PP account. Just frozen so we can'T do anything with it
<DocScrutinizer05> and neither we nor you are probably willing to give PP a 6 months or even longer of credit in which time they could keep the money and gain interest from it
<DocScrutinizer05> explicitly we are NOT allowed to transfer the money to our bank account or use it for paying invoices
<DocScrutinizer05> and PayPal MUST NOT keep the money when you tell them to release it to us, they have no call in declaring this payment a risk payment when you waive all your rights of any customer protection aka 'reclaim your payment'
<DocScrutinizer05> unless you paid by Credit Card in which case they _could_ argue that the CC may be stolen and thus the CC company could reclaim the payment
<DocScrutinizer05> even in the latter case it's not plausible to freeze 100% of our account up to 200k USD, since it's hardly imaginable that 100% of our received payments are fraudulent CC payments
