13:57 <mack-> kobbra: I'm no expert, but 3% with a Pi using the network and .8 load on a 4 core system not using the network is probably not far off. Both of the numbers you report are general guidelines for first-line troubleshooting. Top, etc, are not that useful for actually making measurements.
