I doubt it's even possible to perfectly replicate it from userspace. but if you can figure out what the program is trying to do with it, you can probably fake it well enough. e.g. perhaps it's grepping for a certain string to find out whether a particular dynamic library is loaded.

It's an education data spec that shares a lot of commonality with activitystreams.
