we're in the "partial orders" phase, immediately before blue "case parts" dot. Partial orders should probably be named preorders or down-payment

we actually did some of the "risk parts" sourcing (other blue dot left side) but more is pending which isn't in the diagram

when you notice there *is* a difference, you will search to find what _actually_ changed. When you see something that looks identical then you think "meh, no updates, page dead"
