if you want to emulate a VSM to get speech back into the main unit, you will need a small CPLD to do it. IIRC furrtek had a bunch of these programmed and made (and honestly I could use a few myself)

as for encoding the speech itself, https://github.com/patrick99e99/BlueWizard works reasonably well but editing the speech frames manualy is a bit wonky, and it is mac only. if you want to go full traditional, use qboxpro on a windows 3.1 machine.

also if you use bluewizard keep in mind it was intended for encoding speech for a tms5220, so you will need to make some changes to encode speech for a tmc0280/cd2801 as used on the ti language translator since the pitch field is 5 bits wide instead of 6

qboxpro is hard coded to do 6 bits of pitch though, and only includes the tms5220 table. if you want the tms5200/cd2501e table for use with qboxpro, i have a copy here

so if you use qboxpro you will need to take the resulting encoded speech data, decode it into frames, and throw out one of the pitch bits, then re-pack it into bytes
