Hi people, I'm going to get a Raspberry Pi to run kodi on it, I'll need it to also run a tvheadend server and ffmpeg (to capture from USB devices). Can I use libreelec for this? Does it ship with these packages installed? Is there a package manager whatsoever?

allizom: LibreElec is a linux built to run kodi. The "packages" are essentially kodi plugins. Tvheadend addon is included, and there are system tool plugins, including ffmpeg.
