I think LibreElec uses partitions that Windows doesn't support. Though if not, the file system is probably EXT which windows also doesn't support

however, just about any linux distribution support live booting from a flash drive or CD/DVD. They'd be able to mount and access the contents of the SD card and can mount the Windows drive of your computer for you to transfer them over
