Where can I set resolution and refresh rates for non Kodi apps?

My issue is that I use LibreELEC on a RPi4, both for Kodi and Retroarch. On Retroarch it uses a 4K resolution and thus has a 30Hz refresh rate, which is problematic

}8] : your noobry has helped me much. It look like I have full access to the system to store files anywhere as root, of course. Within the GUI I can navigate to anywhere and see the file I just uploaded via ssh.

Today is my first day install and using it. I needed a way to control YouTube without getting up from my bed. This is interesting so far. I would not say it is easy for a beginner.
