re: paypal, i called regarding my payment from a few months ago, and paypal said there is a reserve that they can't do anything about from my end, and suggested that the recipient get in contact with pp to resolve the issue (which i reassured pp you are already doing)

i asked that they note in the neo900 account that i as a purchaser was happy to waive any right to a chargeback in case the money is released

and i also asked whether, if the release becomes impossible, i can ask for a "refund" (in order to send the money another way) with no charge to the recipient, and they seemed to think yes (as opposed to a cc chargeback, in which neo900 would be penalized)
