Hi! Would you consider the ICE40UP5K (ICE40 UltraPlus) a good choice for making a hardware thing that should be programmable using the IceStorm tools? Spec-wise it fits my application very well.

Yes if you are aware how slow it is, less than half the speed of the iCE40HX

one thing i was intending is using the on-chip oscillator and pll as a clock generation for another off-chip component

sure. just route the PLL to an output. the PLL is pretty limited though

well there's only one of them so the two possible frequencies you can generate are the on chip oscillator frequency and one PLL output

icestorm ships with a tool called icepll to calculate the coefficients. plug in what you need and see if it works
