dave___, no, files are stored permanently on nodes which have pinned them and temporarily on nodes which have accessed them. If any nodes storing the file are online it will be available, if they're not online or the file isn't stored by any nodes than it won't be available

If you upload a file and someone else decides to pin it then there is nothing you can do to take it down

essentially if you're dealing with a distributed system where users are actually in control of their computers (i.e. not some internal company thing) then the best you can do is to just remove the file from lists used to access it rather than actually removing the file from a person's computer

And in any case IPFS is content-addressed, so you'd have to be able to convince the system that there is no legitimate reason that the same bytes could not occur independently.
