could be a fault cable between the mainboard and the display board

assuming display/control board has its own cpu/mcu

the very first thing that sort of fauly screams at me is 'bad caps'

i'd check for leaking smd electrolytic cans on the whole board and display/control board

it does display the bars when "ALL" is pressed
