No, it's a custom engine and they just require the original S3K ROM in order to avoid copyright stuff.

yeah, the s3k on steam is just a rom and an emulator, which is really amusing because they enabled community mods, which are basically just binary patches on the ROM

so if you go into the mods section you'll find "mods" which patch the entire game out for a different game
