So I assume a client can then for example increase a counter in a json file that looks like this: {"http://...": 100} ... but can the client do so without having to reveal his/her identity with ip?

If you need to keep an ID but update what it points to, that's what IPNS is for, but AFAIK there are no facilities for "anonymous" updating of IPNS entries or for sharing IPNS entries.
